Additional Temporary Local Rule

Due to the wintry, muddy conditions, we are introducing a temporary local rule to allow balls to be marked, lifted, cleaned, and replaced on the same spot in the semi-rough. In this rule, the semi rough is defined as the area between the edge of the fairway and the thickest rough. This is not a preferred lie.

Local Rule E-2 adopted for General Play

"When a player's ball lies in the semi-rough, the ball may be lifted, cleaned and replaced without penalty. The player must mark the spot of the ball before lifting it (see Rule 14.1) and the ball must be replaced on its original spot (see Rule 14.2).

Penalty for Playing Ball from a wrong place in breach of Local rule: General Penalty under Rule 14.7a

Definitions:

Semi-rough: The area between the edge of the fairway and the thickest rough.

Replace the Ball: Place the ball by settling it down by hand and letting it go, with the intent for it to be in play. If the player sets a ball down without intending it to be in play, it has not been replaced and is not in play (see Rule 14.4). Whenever a rule requires a ball to be replaced, the Rule identifies a specific spot where the ball must be replaced. See Rule 25.3d and 25.4e (for players who are amputees or use an assistive mobility device, the definition is modified to allow replacing the ball by using equipment.
